One of the earliest Salvation Army halls or barracks in Australia, this was the second built in Victoria and was then (1883) the second largest outside London. This hall is particularly significant historically because of its construction for Victoria's Number One Corp (Hotham) and its proximity to the area where the Army began its services in this State, among much dissension. The former College building is a timber structure, clad in weatherboard. Its small size is given prominence by the use of a tall cross gabled roof, with a third gable projecting forward, creating a tall, dominating front facade. The front gable includes some decorative timberwork at the apex, supported by brackets, an unusual element.
